KKDIK Regulation Obligations under the scope of the KKDIK Regulation must be fulfilled by entities established in Turkey. A manufacturer, formulator, or producer of articles located outside of Turkey who has appointed a natural or legal person established in Turkey to fulfill the obligations of an importer is referred to as an Only Representative.

The Only Representative appointed by the manufacturer, formulator, or article producer ensures compliance with the provisions of the KKDIK Regulation. Following this appointment, importers who import substances, mixtures, or articles from manufacturers, formulators, or article producers based outside Turkey are designated as Downstream Users under KKDIK and are exempt from the KKDIK Registration Scope and certain provisions of the regulation.

• Ensuring compliance with the KKDIK Regulation and SEA Regulation
• Determining the scope of substances under KKDIK
• Performing pre-registration procedures for substances as the Only Representative
• Monitoring the pre-SIEF and SIEF participation processes
• Submitting SEA classification & labeling notifications
• Performing temporary registration or joint registration procedures for substances as an Only Representative
• Completing procedures in the Chemical Registration System
• Conducting chemical safety assessments and preparing reports
• Creating a substance inventory within the scope of Annex 17 (List of Restricted Substances)

• Informing importers in the supply chain and ensuring the necessary communication
