SEA Regulation & CLP Compliance Service

The Regulation on the Classification, Labeling, and Packaging of Substances and Mixtures (SEA) was prepared by the Republic of Turkiye Ministry of Environment, Urbanisation, and Climate Change in accordance with the European Union CLP Regulation and entered into force upon its publication in the Official Gazette dated December 11, 2013, and numbered 28848.

The SEA Regulation regulates the administrative and technical procedures and principles for the classification, labeling, and packaging of substances, mixtures, and certain articles placed on the market to ensure a high level of protection against adverse effects on human health and the environment and to ensure their free movement. It also regulates the provisions concerning the classification of substances and mixtures placed on the market by manufacturers, importers, and downstream users to classify substances and mixtures placed on the market.

The SEA Regulation covers cosmetic products, medicinal products, feed and foodstuffs and mixtures reaching the end user as final products, as well as substances and mixtures covered by the Regulation on the Safe Transport of Radioactive Material, waste as defined in the Waste Management Regulation, and the transport of dangerous goods by air, sea, road, rail, and inland waterways, and activities that form the basis of such transport.
