Safety Data Sheet (SDS) Preparation Service

Safety Data Sheets (SDS) are prepared in our country and around the world to provide information to recipients/users of substances and mixtures, to control potential risks, and to protect people and the environment. A Safety Data Sheet (SDS-MSDS) can be prepared for every substance, mixture, or article.

In some cases, the Safety Data Sheet (SDS-MSDS) must be revised and communicated to downstream users.

Under Which Regulation Should the Safety Data Sheet (SDS-MSDS) Be Prepared?

KKDIK Regulation Article 64 and the Regulation on Safety Data Sheets for Hazardous Substances and Mixtures, published in the Official Gazette dated 13.12.2014 and numbered 29204, have been repealed. During the transition period, individuals holding a Safety Data Sheet Preparer Certificate could prepare Safety Data Sheets according to the repealed Regulation until December 31, 2023.

As of January 1, 2024, Safety Data Sheets must be prepared only by a Chemical Assessment Specialist certified in accordance with Annex 2 of the KKDIK Regulation and Annex 18 of the KKDIK Regulation.

The prepared Safety Data Sheets must be uploaded to the Safety Data Sheet Notification System application in the Integrated Environmental Information System (EÇBS).

What is the Validity Period of Safety Data Sheets (GBF-SDS-MSDS) Prepared According to the Old Regulation?

The validity of existing Safety Data Sheets (SDS-MSDS) prepared under the repealed Regulation on Safety Data Sheets for Hazardous Substances and Mixtures and for which no update is required under Article 28, paragraph 3 of the KKDIK Regulation will continue.

However, according to the repealed regulation, after the document expires, the Safety Data Sheet must be re-prepared by a Chemical Assessment Specialist certified in accordance with Annex 2 and Annex 18 of the KKDIK Regulation.

What are the circumstances under which an update to the Safety Data Sheet is required pursuant to Article 28, Paragraph 3 of the KKDIK Regulation?

Regarding a substance:

  • When new information is obtained that could affect risk management measures or harm
  • When authorisation to the substance is granted or denied
  • When restrictions are imposed

 

The Safety Data Sheet (SDS) must be revised and communicated to other users throughout the supply chain.

In Which Cases is it Mandatory to Prepare a Safety Data Sheet (SDS-MSDS)?

  • A substance that is persistent, bioaccumulative, and toxic (PBT) or very persistent and very bioaccumulative (vPvB) according to the criteria specified in Annex 13 of the KKDIK Regulation
  • A Safety Data Sheet (SDS) must be prepared for substances included in the Candidate List of Substances of Very High Concern (SVHC).

 

Communication and Revision of the Safety Data Sheet (SDS) to Downstream Users and Distributors

The substance or mixture containing the substance;

  • When it is persistent, bioaccumulative, and toxic (PBT) or very persistent and very bioaccumulative (vPvB) in accordance with Annex 13 of the KKDIK Regulation
  • When the substance is included in the list of candidate substances that may be subject to authorization The Safety Data Sheet (SDS) must be communicated to downstream users and distributors throughout the supply chain.

 

In addition to these situations, customers may at any time request a Safety Data Sheet (SDS) from the substance supplier for any preparation that does not meet the criteria for classification as hazardous but contains any of the following:

  • At least one substance that is harmful to human health or the environment, present at ≥ 1% by weight for non-gaseous mixtures and ≥ 0.2% by volume for gaseous mixtures; or
  • A candidate list of substances that are persistent, bioaccumulative, and toxic or very persistent and very bioaccumulative according to the criteria set out in Annex 13, or substances that may be subject to authorization, present in non-gaseous mixtures at ≥ 0.1% by weight; or
  • In the presence of a substance with workplace exposure restrictions
