ECHA – The Community Rolling Action Plan

ECHA – The Community Rolling Action Plan

The Community Rolling Action Plan (CoRAP) is a plan that evaluates substances that may pose a risk to human health or the environment within a specified timeframe in the European Union (EU).

The Community Rolling Action Plan (CoRAP) prioritizes substances for evaluation over a three-year period. The evaluation aims to clarify concerns that the production and/or use of these substances may pose a risk to human health or the environment.

‘The Community Rolling Action Plan’ (CoRAP) is a plan to assess substances that may pose a risk to human health or the environment over a defined period of time within the European Union (EU).The Community Rolling Action Plan (CoRAP) prioritizes substances for assessment over a three-year period. The assessment aims to clarify a concern that the production and/or use of these substances may pose a risk to human health or the environment.Substances subject to urgent assessment are listed in the first year of the scheme. ECHA updates the plan in March each year to advance the plan by one year and add new substances. This includes revision of substances already listed as well as their timing in the relevant year of the previous plan. A Member State may notify a substance for inclusion at any time when it has information indicating that the substance is a priority for evaluation. ECHA includes this substance in the next annual update.

Substance evaluation is a process under REACH Regulation (EC) No 1907/2006 (Articles 44 to 48) that enables the generation of information to clarify such potential risks.

The Draft Plan for the CORAP Assessment, which we will focus on in this article, covers the years 2025-2027. Some of the items included in the draft text are listed below. Details of the assessment can be found in the attached documents.

Year Previous CORAP Assessment Year EC/List Number CAS Number Substance Common Name Status
2025 201-114-5 78-40-0 Triethyl phosphate new
2026 2025 202-773-1 99-62-7 1,3-diisopropylbenzene Under evaluation in CoRAP
2026 2025 202-826-9 100-18-5 1,4-diisopropylbenzene Under review in CoRAP
2026 201-148-0 78-83-1 2-methylpropan-1-ol new
2027 25 200-467-2 60-29-7 Diethyl Ether Under evaluation in CoRAP
2027 2026 215-609-9 1333-86-4 Carbon black Was being evaluated in CoRAP
Withdrawn 2025 202-860-4 100-52-7 Benzaldehyde Was being evaluated in CoRAP

The draft CoRAP 2025-2027 contains 31 substances, including 13 new substances, compared to the current CoRAP 2024-2026; Eight substances, including two groups of two substances, are planned to be evaluated in 2025, 15 substances in 2026, and five substances in 2027. Three substances are recommended to be withdrawn.

Of the 28 substances included in the CoRAP update for evaluation in 2024-2026 (published on March 19, 2024), 3 substances have been recommended for withdrawal because their evaluation is currently considered low priority or unnecessary. For one of these, compliance checks or data obtained from the public literature are already considered sufficient to clarify the initial concerns, while for one substance, relevant information is requested as part of the dossier evaluation process.
