40 Hazardous Chemicals Added to PIC Annex 1 – Exporters Can Now Begin Notifying Authorities.
The latest 40 chemical substances added to PIC Annex 1 include 35 pesticides and five substances used as industrial chemicals. These include, for example, abamectin, difenacoum, fenpropimorph, dimethomorph, triadimenol and penflufen.
The inclusion of a chemical in Annex 1 means that companies must submit an export notification to ECHA before starting exports (chemicals in Section 1 of Annex 1). As most of the newly added substances (38 in total) are included in both Sections 1 and 2 of Annex 1, explicit consent from the importing countries is required for exports to take place.
The status of two substances already listed in Annex 1, cyanamide and warfarin, has been updated. When the amendment enters into force, explicit consent will be required in addition to the export notification for the export of these substances.
Perfluorohexane sulfonic acid (PFHxS), its salts, and compounds related to PFHxS, a subgroup of PFAS, have been added to PIC Annex V, which contains chemicals subject to export restrictions. This update follows the group’s listing as persistent organic pollutants in the Stockholm Convention.
ECHA‘ s IT tool ePIC has been updated to reflect these changes, and companies can now report exports of these chemicals.

The PIC Regulation regulates trade in certain hazardous chemicals that are banned or severely restricted in the EU. It imposes obligations on companies wishing to export these chemicals to non-EU countries or import them into the EU.
The European Commission updates PIC Annex 1, which lists chemicals subject to export notification and explicit consent from the importing country, every year.
PIC Annex 1 currently contains 321 entries.
