ECHA – The Community Rolling Action Plan
The Community Rolling Action Plan (CoRAP) is a plan that evaluates substances that may pose a risk to human health or the environment within a specified timeframe in the European Union (EU).
The Community Rolling Action Plan (CoRAP) prioritizes substances for evaluation over a three-year period. The evaluation aims to clarify concerns that the production and/or use of these substances may pose a risk to human health or the environment.
Substances subject to urgent evaluation are listed in the first year of the plan.
ECHA updates the plan each year in March to advance the planning by one more year and add new substances. This includes revisions to substances already listed, as well as the timelines from the relevant year of the previous plan. A Member State may notify a substance for inclusion at any time when it has information indicating that the substance is a priority for evaluation. ECHA will include this substance in the next annual update.
Substance evaluation is a process under the REACH Regulation (EC) No 1907/2006 (Articles 44 to 48) that enables the generation of information to clarify such potential risks.

The draft CoRAP 2025-2027 contains 31 substances, including 13 new substances, compared to the current CoRAP 2024-2026; Eight substances, including two groups of two substances, are planned to be evaluated in 2025, 15 substances in 2026, and five substances in 2027. Three substances are recommended to be withdrawn.
Of the 28 substances included in the CoRAP update for evaluation in 2024-2026 (published on March 19, 2024), 3 substances have been recommended for withdrawal because their evaluation is currently considered low priority or unnecessary. For one of these, compliance checks or data obtained from the public literature are already considered sufficient to clarify the initial concerns, while for one substance, relevant information is requested as part of the dossier evaluation process.
