Four New Substances Recommended for Inclusion in the REACH Authorization List

The European Chemicals Agency (ECHA) recommends to The European Commission that four substances, including melamine, be added to the REACH Authorization List for the protection of health and the environment. Once added to the list, companies must apply for authorization if they wish to continue using these substances.

The recommendation decision includes the following substances:

  • Barium diboron tetraoxide;
  • S-(tris(cyclohexyl)phosphine) O-(isopropyl or isobutyl or 2-ethylhexyl) phosphorodithioate;
  • Diphenyl(2,4,6-trimethylbenzoyl)phosphine oxide; and
  • Melamine.

ECHA has selected these substances for this recommendation from the List of Candidate Substances of Very High Concern because they are considered to be of the highest priority according to the agreed approach.

The inclusion of melamine in the draft recommendation was extensively commented on by the sectors using the substance during the 2024 consultation period, but the decision to include it was made after careful consideration of all issues.

ECHA has a legal obligation to regularly recommend substances on the candidate list for inclusion in the Commission’s Authorization List. ECHA takes into account the comments received during a three-month consultation period and the opinion of the Member State Committee before submitting its recommendation to the Commission.

The Commission will decide which substances will be included in the Authorization List and which conditions will apply to each substance. If a substance is included in the List of Authorization-Subject Substances, it may only be placed on the European Economic Area (EEA) market or used after a specific date if authorization is granted for a specific use.

The authorization process aims to develop the substitution process for substances of very high concern when technically and economically viable alternatives are available. Until this is achieved, the aim is to ensure that risks to human health and the environment are adequately controlled.
