Procedures and Principles Regarding the Implementation of the KKDIK Regulation Published.

The long-awaited procedures and principles for the registration process of chemicals were published on the website of the Republic of Turkiye Ministry of Environment, Urbanisation and Climate Change on August 12, 2025.

Changes have been made in many areas, such as pre-registration, registration, temporary registration, registration requirements, updating registrations, the SIEF process, determining lead registrants, and establishing working committees.

Pre-Registration Dates

  • All potential registrants shall submit the pre-SIEF for their substances to the Ministry via the Chemical Registration System (KKS) by October 31, 2025 and become SIEF participants.
  • For substances to be manufactured and/or imported for the first time after 10/31/2025, the pre-SIEFs created by potential registrants shall be submitted to the Ministry via the KKS within 30 days following their placing on the market, and potential registrants shall become SIEF participants.

Identification of Lead Companies

  • Lead companies for substances placed on the market before the date of publication of the Procedures and Principles shall be identified by December 31, 2025 at the latest.
  • Leading companies for substances placed on the market for the first time after the date of publication of these Procedures and Principles shall be determined within the first six months following their placement on the market.
  • Voluntary participation is the primary principle in determining leading companies.
    If there are no voluntary companies, the Ministry, taking into account criteria such as tonnage range, available data, and company size, and after consulting with the Union of Chambers and Commodity Exchanges of Turkey (TOBB), will initiate efforts to designate a company from among the manufacturers/importers of the substance to be registered as the lead company.

    Temporary Registration

    • If the lead company is unable to fulfill its obligations regarding full registration, it shall make a temporary registration by submitting the data listed in Annex 1 of the Procedures and Principles to the Ministry by March 31, 2026.
    • Following the lead company’s temporary registration, member companies submit their member registration entries to the Ministry via the Chemical Registration System (KKS) by September 30, 2026.
    • Companies that are not included in the joint registration group for the substance and will submit their registration dossier separately shall, if they are unable to fulfill their obligations regarding full registration, submit a temporary registration to the Ministry by March 31, 2026, by submitting the data specified in Annex 1 of the Procedures and Principles to the Ministry via the Chemical Registration System (KKS).
    • The data listed in Annex 1 of the Procedures and Principles shall be entered into the Chemical Registration System (KKS) by a Chemical Assessment Expert (KDU), and the relevant KDU’s certificate of competence shall be attached.
    • The provisions of the Regulation regarding registration fees listed in the Ministry’s Revolving Fund Unit Price List apply during the temporary registration process.

    Completion of the registration process

    • If potential registrants cannot obtain the data required for the full registration dossier or cannot access the data from publicly available, non-copyrighted global data sources, the lead registrant in the joint registration shall notify the Ministry of the situation, along with a detailed justification, by submitting a request for an extension of time, filling in the relevant sections of the KKS.
    • The Ministry evaluates the stated justification and notifies the relevant party of its decision regarding the request for an extension.
    • The extension granted by the Ministry shall be for a maximum of two years after the final registration date specified for the relevant tonnage range of the substance.
      If the data cannot be provided at the end of the additional period, the Ministry will approve or reject the registration for the relevant substance after the Chemical Advisory Group evaluates the reasons provided.

      New Groups Established Under the Coordination of the Ministry

      Chemicals Science Group

      • Providing information and assessment on current questions and issues related to work and activities within the scope of chemicals management.
      • Conducting studies on the educational processes of chemicals.
      • Evaluating issues identified and unresolved by the Chemicals Advisory Group.

      Chemicals Advisory Group

      • To consult on the current situation, planned work, and international developments within the scope of Chemicals Management.
      • To advise on determining, monitoring, and evaluating plans, policies, strategies, and actions related to chemicals management.
      • Performs the task of evaluating issues identified and unresolved by the Chemicals Science Group.

      Safety Data Sheets

      • Safety data sheets are uploaded by the supplier to the Ministry’s special software package for safety data sheets.
      • Under heading 16 of the safety data sheets to be prepared within the scope of the Regulation and within the framework of the headings in Annex 2, the contact information of the KDU preparing the safety data sheet and the date and number of the certificate of competence shall be written.
